Request for Proposals:
Evaluation Consultant: Newcomer Info Hub project and Connectors Projects
Over the next three years, Refugee 613 is implementing two projects with funding from Immigration, Refugees and Citizenship Canada (IRCC): the Newcomer Info Hub and Connectors. You can apply to design and implement the evaluation for one or both projects. Please note that we expect the work for the two evaluations will be conducted within the same time period.
Newcomer Info Hub:
Many newcomers and the people supporting them struggle to find easy-to-understand multilingual information on life in Canada. Since 2020, Refugee 613 has been creating and adapting helpful materials in multiple languages through our Newcomer Info Hub Project and sharing them on digital networks popular with newcomers.
You’ll work with our team to create a performance measurement framework for the next phase of the Newcomer Info Hub and lead overall monitoring and evaluation activities. You’ll also evaluate how well we’re meeting our goals to improve settlement information delivery and assess the impact of new information-sharing strategies.
Connectors:
Our Connectors project is all about creating stronger relationships between refugees, private sponsors and settlement service providers. We’re working with stakeholders to build on our previous work to improve the way newcomers access services.
You’ll help us by designing an evaluation framework for Connectors and its two pilot sites, analyzing the project’s impact and producing evaluation reports.

Evaluation Consultant: Collective Impact Initiative for Refugee Claimants (CIIRC)
CIIRC is a new initiative in Ottawa bringing together 20 local community groups and service organizations to address the systemic challenges refugee claimants face in our city. Together with refugee claimants themselves, we’re researching, mobilizing and advocating to strengthen their access to services across Ottawa.
You’ll work closely with the CIIRC partners and Refugee 613 – its secretariat organization – to create a measurement system to evaluate the CIIRC’s impact with regard to the collective’s strategy of change. This new initiative hopes to make an impact beyond its lifetime, so you’ll also support CIIRC in examining the sustainability and long-term potential impact of our work.
CIIRC is funded thanks to a generous donation from an anonymous donor, administered through the Ottawa Community Foundation.
